and contributions to the nation's capabilities in defence
and homeland security have been recognised in various
awards.
Defence Technology Prize
DSO is proud to be a consistent recipient of the prestigious
Defence Technology Prize (DTP).
Inaugurated in 1989, the Defence Technology Prize is the
most prestigious award presented yearly by the Singapore
Ministry of Defence to outstanding teams and individuals
who have contributed significantly towards enhancing the
defence capabilities of Singapore.
The Defence Technology Prize is divided into three categories:
Individual Award (R&D), Team Award (R&D), Team
Award (Engineering).

Award |
| The
Individual Award is presented to individuals who
have met the demanding criteria of ensuring that
their personal contribution has made a marked difference
to the capability of the Singapore Armed Forces (SAF). The Individual Award
is not an annual award, but is given only when there
is a worthy winner. |

Mr Dennis Lim Tje Kiang
Mr Dennis Lim Tje
Kiang, a Distinguished Member of Technical
Staff in DSO National
Laboratories, specialises in advanced
electronics and digital signal processing.
For the past 19
years, Dennis has developed several
innovations in signal processing that have
proven to be highly effective in handling
advanced signals. Many of these have
transited into operational systems for the
Singapore Armed Forces.
In recognition of
his technical leadership and achievements
in advanced electronics and digital signal
processing, Mr Dennis Lim Tje Kiang is
awarded the DTP 2007 R&D Individual Award.

made remarkable contributions in pioneering innovative
R&D for Singapore’s defence. |

Air Platform Enhancement Team
The Air Platform
Enhancement Project marks a significant
milestone in the indigenous development and
operationalisation of strategic technologies
to enhance the operational effectiveness of
the Singapore Armed Forces (SAF).
After more than 15
years of intensive research and development,
the Air Platform Enhancement Project Team
has built up the tools, techniques and
infrastructure to upgrade existing air
platforms, and equip these with new
capabilities that provide critical
operational advantage in the battlefield.
In recognition of
the successful development and
operationalisation of strategic technologies
to enhance the SAF’s operational
effectiveness, the Air Platform Enhancement
Team is awarded the DTP2007 (R&D) Team
Award.

Document Analysis
and Research Environment (DARE) Team
The Document
Analysis and Research Environment (DARE)
Team has developed an innovative
Corpus-Based Approach (CBA) to Natural
Language Processing (NLP) technology. Using
CBA, the team build a suite of technologies
for automatic processing and analysis of
textual information to help human analysts
perform more efficiently and enhance
sense-making.
The team has since
advanced beyond NLP research into embedding
the technology into a Large Integrated
Search and Analysis (LISA) system. LISA,
jointly developed with the Arlington
Institute in the United States, was
conceptualised to support analysts in the
systematic collection, organisation and
analysis of unstructured texts.
The team
successfully customised LISA and the DSO NLP
to intelligence applications and bio-medical
surveillance. The DSO NLP was also used in
the Risk Assessment and Horizon Scanning (RAHS)
System to help analysts process unstructured
textual information for strategic early
warning to national security threats.
For
their achievements in defining new NLP
capabilities that have enhanced operational
effectiveness, the DARE Team is awarded the
DTP2007 Team (R&D) Award.

Monolithic Microwave
Integrated Circuit (MMIC) Research &
Development Team
DSO
National Laboratories (DSO) and Temasek
Laboratories @ Nanyang Technological
University (NTU) have been researching into
Monolithic Microwave Integrated Circuit (MMIC)
technologies for more than 10 years,
specifically in materials characterisation,
process development, design and testing.
Today, the collaboration has yielded a
national capability to design and develop
advanced MMIC technologies in Gallium
Arsenide using Pseudomorphic High Electron
Mobility Transistor or pHEMT, paving the way
to research into newer technologies such as
Gallium Nitride. Such a capability enables
the development of sophisticated electronic
systems for a wide range of applications
such as sensors and communications.
In
recognition of the team’s innovation in
creating technological breakthroughs for
Singapore’s MMIC capability development, the
Monolithic Microwave Integrated Circuit
Research & Development Team is awarded the
DTP2007 (R&D) Team Award.

have developed ingenious systems to enhance
Singapore's defence capabilities. |

FORMIDABLE
Stealth Frigate Integrated Programme
Management Team
The
delivery of the first FORMIDABLE class of
Stealth Frigates underscores the Integrated
Programme Management Team's expertise and
ability in managing state-of-the-art complex
large-scale programme. The team successfully
integrated more than 15 combat systems
onboard the frigate to meet the Republic of
Singapore Navy's (RSN) unique operational
requirements. The frigate is equipped with
advanced systems and stealth technology
which provide the RSN with a high degree of
combat capability and versatility. This
allows the RSN to counter threats in all
dimensions of naval warfare. The advanced
ship management system and other
sophisticated automation features
incorporated enable a crew of 71 to operate
the ship and control its numerous combat and
shipboard systems effectively. It would
require a crew of more than 150 to run a
conventional frigate of similar size and
capability.
The
Frigate programme demonstrated the synergy
between the Defence Science & Technology
Agency (DSTA), DSO National Laboratories
(DSO), the RSN and Singapore Technologies
(ST) Marine and Electronics. In recognition
of the team's programme management skills
and their creative use of technologies to
customise solutions that augment the Navy's
defence capability, the team is awarded the
DTP 2007 Team (Engineering) Award.

Classified Project Team DSO was
part of the team awarded the DTP Engineering
Award (Team). The other organisations were
the Defence Science & Technology Agency,
Republic of Singapore Air Force, and
Singapore Technologies Aerospace

Contribution toward Singapore's fight against SARS
During the SARS outbreak in 2003, DSO was a member of the Singapore SARS Clinical Consortium that helped in
the fight against the virus.
National Day Award
In recognition of her role in spearheading
DSOs efforts in the national fight
against SARS, Dr Ng Lee Ching of DSO received
the Commendation Medal in the 2003 National
Day Award. Dr Ngs team assisted the
SARS Clinical Consortium to validate their
diagnostic test kits for the SARS virus
and she also led her team to screen more
than 1,000 clinical samples of suspected
and probable SARS cases. Dr Ngs dedication
and expertise won her the respect from other
members of the Consortium.
Courage Medal
28 staff from DSOs Defence Medical
and Environmental Research Institute were
awarded the Courage Medal by The Courage
Fund for their involvement in the battle
against SARS.
Medal and Letter of Commendation by
the Ministry for Defence
The Ministry of Defence presented 13 DSO
staff with a medal and a letter of commendation
for their dedication and contribution in
support of the effort against SARS.
